Add mipmaps to Merlkir's new compass (it looked pixelated/shimmery/ov…
…erly sharp) with NVIDIA Texture Tools Exporter Standalone (now it supports saving DDS textures with the DX9 header directly, it also avoids recompressing the main mip if the original and target formats are the same; good job!). Also, change the `compass_new` materials in both versions of the mod to avoid the compass clipping against the terrain when the camera is too close. Ignore the depth buffer testing and avoid fog via flags. Now it looks better, I believe.
