Arrangement in substitutes/ stop gap arrangement in GDS vacancies – Retired Postmen/MG/MTS can be utilized • The Dept of Posts sought the opinions from the circle about the engagement of GDS substitutes in the leave vacancies vide its letter dated 1.7.2024. • As per OM No. 17-31/2016 dated 11.2.2022. the vacancies were classed as short term and long term vacancies. • Vacancies due to leave, medical etc up to 45 days is short term vacancy. Substitute should not be engaged in routine manner and work may be managed by combination. • Vacancies of more than 45 days caused due to discharge termination or deputation etc will be treated as a long term vacancy. • Substitute may be allowed only if workload of BO justified for engagement on regular basis. Financial positions/revenue norms justified for filling up the post • Continuation of substitute arrangement beyond 45 days at a stretch. It may be allowed by the authority nest higher to the engaging authority. • No substitute arrangement against any vacant GDS post shall continue beyond 90 days. • For any unavoidable reason, the arrangement is required to be continued beyond 90 days special approval of the PMG/DPS is required. • Substitute is provided under the risks and responsibility of the regular incumbent and should possess the qualifications prescribed for engagement as GDS. • In fact the substitutes are not well versed with the operations and handling mobile devices. GDS could not provide reliable substitutes due to non availability of reliable sources. • In such situations ABPM of other BO is allowed to work as BPM and ABPM post with outsider which rules do not permit. • In order to avoid irregular practices of engaging outsiders, the retired MTS/Postmen/MG may work as substitutes in the stop gap arrangements • Circles are being sought feed back/ comments on the proposal by 15.7.2024 to examine the proposal.
