-Regulation of Rule 38 transfers – How to count the availed chances? • As per order dated 3.3.2023 an official is entitled for two Inter circle and two Intra circle transfer during the entire service. • However a gap of three years is mandatory for the transfer for second time for same category. • Different category no gap is required. • Withdrawal is allowed within 72 hours of such allotment that will not be counted as a chance availed. • After expiry of 72 hours of allotment if the employee wish to cancel he can cancel but it will be deemed to have availed one chance of transfer. • Now it is decided that in such case of declination after 72 hours even though it is counted as one chance, the gap of three years need not be applied. • The gap of three years shall not be required but one chance will be deducted.
