-Reservation in promotion to persons with benchmark disabilities
• The DOPT introduced the reservation in promotion to the persons with disabilities on 17.5.2022 (DOPT OM No. 36012/1/2020 – Estt (Res- II) dated 17.5.2022.
• Based on the OM 4% reservation will be made to Persons with Benchmark disabilities (PwBDS). This is applicable to Group C & B employees. The element of direct recruitment if any does not exceed 75%.
• Posts should be identified and the following is the ratio.
• One percent will be reserved for blindness and low vision.
• One percent will be reserved for deaf and hard of hearing.
• One percent will be reserved for locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy.

• The certificate issued by the competent medical authority may be verified at the time of appointment.
• No denial of promotion merely on the ground of disability. After promotion if need be supernumerary post can be created for the promotion.
• Employee acquires disability after appointment will be entitled to get the benefit of reservation in promotion.
• No benefit shall be given on the basis of temporary certificate of disability.
• In the event of non availability of candidates in the required category it will be carried forward. Can be taken for two subsequent years.
• A Grievance Cell will be appointed in each department to pursue the complaints.
• In the said OM the specific date of implementation not mentioned.
• DOPT was referred by the Postal Department on 19.7.2022 about the date of implementation.
• DOPT clarified that no retrospective effect & Effective from the date of issue of OM.
• Vacancy year starts from different dates. In postal it is observed from 1st January to 31st December
• Calculation of vacancies is completed on 1st January already.
• OM dated 17,5,2022 will be implemented prospectively for the vacancy year 2023 ie 1.1.2023.

• Data entry skill test is exempted for the visually handicapped candidates in the Postal departmental examinations. (DG (P) No. 17-08/2018 – SPN dated 11.10.2022)
