Merger of PA (SBCO) and PA (FPO) with PA (PO) • Merger will take effect from 1.1.2023. • PA CO & RO shall remain as a separate cadre. • No further appointment in PA (SBCO) cadre. • Existing PA SBCO can continue till promotion to next cadre or cease to be in service. • May switch over to PA PO cadre. Requests should be made before 31.12.2022. • The number of such requests shall be taken in their divisional PA strength and SBCO strength should be reduced simultaneously. • Such officials may seek posting in other divisions also. In such case the strength will be added in the proposed division. • Switched over SBCO Pas will be placed en bloc below all the Pas in the Gradation list of the circle as on 31.12.2022. • The inter se seniority of such officials will be based on the SBCO seniority list and placed in the same order below the PAs. • Once opted to PA (PO) no reversion back to SBCO. • Their further promotion will be in the hierarchy of the postal operative side. • After getting LSG HSG also they will continue in the postal operative side only. • SBCO opted will be given promotion as per the SBCO hierarchy. • Feeder cadre will be postal division. • All vacant & switch over posts will be added to the strength of the Postal divisions of the Operative side. Equal no of posts will be reduced from the SBCO strength. • All the vacant posts of SBCO in future should be added to the operative strength. • Posting of Pas in SBCO will be done from postal divisions on tenure basis. • Remaining SBCO officials it is as per existing procedure. First by Circle/Regional office and then to divisional TPC in the vacancies. • Officials posted in SBCO is well conversant with SB Rules, relevant software and good record of service. Foreign Post • Merger will take effect from 1.1.2023 straightaway at Chennai, Delhi and Kolkata merged with the divisions geographically. • At Mumbai they can continue till they are promoted or ceased from service. • No further appointment in PA (FPO) cadre. • May switch over to PA PO cadre in case of Mumbai FP. Requests should be made before 31.12.2022. • The number of such requests shall be taken in their divisional PA strength and PA FPO strength should be reduced simultaneously. • Such officials may seek posting in other divisions also. In such case the strength will be added in the proposed division. • Switched over from FPO PAs will be placed en bloc below all the PAs in the Gradation list of the circle as on 31.12.2022. • The inter se seniority of such officials will be based on the FPO seniority list and placed in the same order below the PAs. • Switched over FPO PAs will not allowed reversion and they will continue in the Postal operative side. • All vacant & switch over posts will be added to the strength of the Postal divisions of the Operative side. Equal no of posts will be reduced from the FPO strength. • Posting in FPO will be done from postal divisions on tenure basis. • They can avail Rule 38 with postal operative staff.
