A federal court has upheld a U.S. Fish and Wildlife Service rule banning the baiting of brown bears in the Kenai National Wildlife Refuge near Anchorage, Alaska.

The U.S. Court of Appeals for the Ninth Circuit affirmed the Alaska district court’s determination that the FWS has the ultimate authority to control the wildlife on land it manages.
