Amid rise in terror strikes, J&K admn orders installation of CCTV cameras
SRINAGAR: With no let-up in terror attacks on civilians across Kashmir, authorities in several J&K districts have ordered the installation of CCTV cameras outside banks, shops, places of worship and business establishments within 14 days as a security measure. The districts include Srinagar, Budgam, Ganderbal, Bandipora, Anantnag, Doda, Rajouri and others.
In an order on Tuesday, magistrates of the respective districts directed the installation of CCTV systems outside banks, ATMs, jewellery shops, petrol pumps, shopping malls, restaurants, hotels, cinema halls, wine and beer shops, eateries, readymade garment shops, showrooms, small markets, educational institutions, places of worship, bus stands, railway stations, airports, hospitals and offices.

The order will remain in force for 60 days but can be modified earlier or extended beyond the two-month period. Any violation of the same will attract legal consequences under IPC section 188.
Authorities of these establishments have been directed to inform the SHO of the nearest police station in case of any suspicious movement or activity, “in view of the prevailing persistent threat relating to the recently increased incidents of selective targeting of innocent citizens in Jammu and Kashmir by anti-nationals and subversive elements, which requires several measures, including the use of appropriate technologies to safeguard life and property,” the order stated.
“To deter criminals, anti-social and anti-national elements from committing crimes, the installation of CCTV outside such establishments would work as a force multiplier, which would inspire further confidence in general public/customers visiting these establishments,” read the order.
“The cameras should be installed/located in a way that they cover the approach areas at the entry and exit points of establishments/market association of shops and also the entry and exit points of parking lots of the establishment/market association of shops up to a distance of 40m,” directed the order.
The order further asked authorities of these establishments to ensure that the CCTV cameras are fully-functional 24x7 even when the establishment is closed. The CCTV system installed should be of good quality with a minimum resolution of 1920x1080 pixels, minimum illumination of 0.01 lux, focal length of 3.6mm, in-built retention period of 30 days, with additional playback and download features. The authorities must provide the footage to police and law enforcement agencies whenever required.
