'No objection from states,' government to go ahead with data pooling
NEW DELHI: The government on Monday claimed that no state or UT has expressed any reservation to the National Health Authority (NHA) in sharing the data of beneficiaries covered under the National Food Security Act (NFSA) and corresponding Aadhaar details, indicating the Centre is going ahead with the pooling of data for extending the benefit of its flagship health insurance scheme, Pradhan Mantri Jan Aarogya Yojana (AB-PMJAY).

It said the onus of ensuring the compliance of various provisions and regulations regarding data protection, data storage and data privacy and in particular, seeking consent will lie with the user department or NHA.
In a statement the NHA, which is implementing AB-PMJAY, said it has started integrating beneficiary database under different social welfare schemes to upgrade its own beneficiary database. It said this will ensure better implementation of the flagship health insurance scheme that entitles health insurance of up to Rs five lakh per family per year for secondary and tertiary care-related hospitalisations. Nearly 10.7 crore beneficiary families under the scheme have been identified from the socio-economic caste census of 2011 based on six deprivation and 11 occupational criteria across rural and urban areas, respectively.
The NHA said the majority of beneficiaries from SECC, 2011 are also eligible for benefits under the NFSA. It added it is working on integrating the SECC, 2011 beneficiary database with NFSA, which will enable beneficiaries to seek information regarding their entitlement under the AB-PMJAY using their ration card number. Since state governments have almost completed Aadhaar seeding with ration cards, the integration would be smoother for availing health insurance scheme.
