Kalraj Mishra, Governor of Rajasthan, has defied this classification by making many firsts.

Governor Kalraj Mishra began a new tradition in the country’s history by reading the Preamble to the Constitution and Fundamental Duties in his ‘Governor’s Budget Address’ to the Legislative Assembly.

The Governor rejected the recently passed bill by the state government to amend Rajasthan Compulsory Marriage Registration Act 2009 because it was not beneficial for society.Later, the Chairman of the National Commission for Protection of Child Rights also objected.

Eventually, a silent dialog’ was established between the Governor of the state and the government.The Governor then decided to recall the recently passed Rajasthan Compulsory Marriage Registration Amendment (Amendment), Bill 2021′ and have it re-examined.

Governor Kalraj Mishra had already placed the bill on hold to continue legal examination.The bill contained a provision for mandatory marriage registration.

Later, Chief Minister Ashok Gehlot stated that the Bill was brought in the spirit and scope of an order by the Supreme Court concerning compulsory marriage registrations.However, there has been confusion about child marriage.

We will ask the Governor to return our bill to the government.

To make the Constitution more accessible to the younger generation, the Governor also initiated the construction of Constitution Parks at all state universities.

This proved him to be the most active and ‘Justified Governor” on constitutional issues.

Another instance was when the Governor rejected the three-times submitted proposal by the Rajasthan government to convene an assembly session starting July 31, 2020.

This was because it was not in compliance with the rules.The Governor approved the session on August 14 last year after the proposal was received in accordance with the established norms.

In this context, Governor had placed a condition that the session must be given 21 days notice.He also demanded a response from government to address 3 points where active corona cases rose more than three times per month.

Next came the Advocate Welfare Fund Amendment Bill, which was passed by the Assembly on March 7, 2020.It was sent to Governor on March 24, 2020 for approval.

He then returned the Bill to him to amend it citing opposition from the Bar Council as well as various lawyer’s associations.Raj Bhavan provided information regarding the withdrawal of the bill to the assembly.

Advocates opposed the increase in the Welfare Fund money that was collected from lawyers in this bill.

These initiatives were not the only ones that the Governor supported.

He also worked to establish a task force to improve higher education in difficult times like Covid and strengthen universities when faced with global challenges.

He worked to establish a Vedic Research Chair at Guru Govind Tribal University in Banswara, which would preserve the ancient tradition that scholars recite hymns from the Shankhayani section of Rig Veda.

Instructions were sent to universities to prepare courses in English, Hindi, and regional languages.Mishra also works for the development of tribal areas and has taken the initiative for expanding coaching facilities for tribal students for competitive examinations.

He also created the Tribal Art Fair to bring forward the artists and art that had disappeared from the tribal areas.

The Governor shows a humanitarian side by taking a night tour to find those who are cold and distributes blankets.

He adopted a stray dog in April and named it Chintamani.

He appealed for people to help stray animals and offer their assistance to care for them.
