However, while you could refer to eg Cape Town as “the legislative capital,” this is not the same as a capital city of a country, and it is also separate from provincial capitals. Eg. Pretoria, despite being the national capital, is not the capital of its province

Bloemfontein and Cape Town have tried to lay claim to the title of capital since they house important government structures, however Pretoria remains the only capital of the country. Each of the 9 provinces has a capital however, but that’s not to be confused with the capital of the country as a while

The Netherlands has two capitals. The Hague is on the coast. South Africa has 3 capitals. Capetown is on the coast as well.
