Special voter registration to begin

Special voter registration arrangements will start tomorrow and end on July 5, the Registration & Electoral Office said today.

 

Since the Improving Electoral System (Consolidated Amendments) Ordinance 2021 came into effect today, there are major changes to the composition of the Election Committee (EC), EC subsectors (ECSSs) and Legislative Council functional constituencies (FCs). The special voter registration arrangements will cater for individuals and bodies whose eligibility is affected and those who are newly eligible to vote.

 

People who have not yet registered as electors of a geographical constituency (GC) should also complete and submit an application form at the same time and by the same deadline.

 

To register as ex-officio members of the EC, Hong Kong SAR deputies to the National People’s Congress and Hong Kong SAR members of the National Committee of the Chinese People’s Political Consultative Conference should complete and submit relevant registration forms.

 

All individuals and bodies who are eligible to register as voters for ECSSs, whether or not currently registered as ECSS voters, should also submit applications.

 

Current individual and corporate electors of FCs who are no longer eligible to register in their original FC, or whose original FC has been deleted after the ordinance came into effect, and are eligible to register in another FC, may submit an application to register in any other FC for which they are eligible.

 

The Registration & Electoral Office noted that in general, currently registered individual and corporate FC electors whose registration eligibility is not affected by the ordinance may not apply to change to register in another FC within the special voter registration arrangements.

 

Currently registered GC electors need not submit voter registration applications again.

 

However, people eligible to register as ex-officio members of the EC, ECSS voters or FC electors but have not yet registered as GC electors must first submit their GC applications.

 

Application forms are available from the voter registration webpage or the Registration & Electoral Office.

 

Applicants should submit the forms by post, email, fax to 2891 1180 or through the e-Form Upload Platform.
