UC journal note to vulnerable claimants

A client has forwarded me an entry from his WC in his journal. He is a vulnerable person who UC has found necessary to telephone for welfare checks in the past following desperate entries on his journal (although not recently):

Message to all claimants:
The journal service is not manned 24 hours per day and messages will not be responded to immediately. We are only able to offer support, advice and assistance regarding employment, training and job search.
If you are struggling with your mental health please seek support from your GP or NHS direct on 111
If you are in need or emergency support for your mental health and do not feel able to maintain your own safety, please contact the SWY NHS Single point of Access for Mental Health Service on 01924 316830
If you feel unable to keep yourself safe you may consider attending your nearest A&E department.
If you are in need of emergency medical assistance, please contact 999

I wondered if this is particular to our jobcentre or was a national thing? It hasn’t been sent to everyone locally.  I think the message is fair enough but found it interesting that it says that “we are only able to offer support, advice and assistance regarding employment, training and job search.”
