Waukegan Police Officer Fired After Police Determine Multiple Policy and Procedure Violation Occurred in Shooting Death of Teen

A Waukegan police officer has been terminated after shooting and killing a 19-year-old man and wounding a 20-year-old woman on Tuesday night (WGN News).

A Waukegan police officer was terminated Friday, October 23, 2020 following his involvement in the shooting and killing of a 19-year-old male passenger and the wounding of a 20-year-old female driver on Tuesday night. The police officer had five years experience with the Waukegan Police Department.

Waukegan Police said police officers involved in the shooting were investigating a vehicle and its occupants on Tuesday, October 20, 2020 just before midnight near Liberty Street and Oak Street. Police said while they were investigating, the driver of the car fled from one of the officers. A few moments later, another officer spotted the car near Martin Luther King Jr. Avenue and South Avenue.




The police officer got out of his squad car and approached the vehicle. When the police officer approached, the driver put the car in reverse, aiming toward the police officer. Waukegan Police Department that the police officer fired his weapon because he was “in fear of his safety.”

The officer was terminated Friday, October 23, 2020 for multiple policy and procedure violations, according to Waukegan Police Department. His name was not initially released.

The Illinois State Police are leading the police-involved shooting investigation, as is standard operating procedure for a police-involved shooting involving a death. When the Illinois State Police investigation is completed, the results will be turned over to the Lake County Illinois State’s Attorney’s Office for review.

The driver, identified by family as Tafara Williams, 20, was transported to a nearby hospital with injuries initially believed to be non-life-threatening. The passenger, identified as Marcellis Stinnette, 19, died from his injuries. No firearm was recovered in the victims’ vehicle at the scene.
