Appeal - direct lodgement with HMCTS or to DWP first?

I have today received a response to an ‘any time’ DWP revision request, as I submitted that an overpayment of IS had been caused by official error. Unsurprisingly, the decision was not overturned but the DM has stated that if my client now wishes to appeal then the application has to be sent to them to forward on and not sent directly to HMCTS. This is presumably due to the original date of decision in the case being 13/03/12, pre-dating the changes in the rules relating to direct lodgement.

I just wondered if this was the correct position or if I should directly lodge the appeal with HMCTS? I better dig out an old GL24 if I have to send it in to the DWP!
