An all-out ban on pavement parking across England will be considered by ministers under proposals published today.

The Department for Transport said that it could extend a complete ban on mounting the kerb, which is in place in London, to the rest of the country. It said the move would be of most benefit to parents with pushchairs and people with impaired vision or mobility.

The department said that three options would be considered, including extending the London ban, which would typically allow local authorities to levy fines of £70 on those who flouted the rules, similar to the charge for parking on double yellow lines.
