No need to prove landlord knew he controlled HMO in order to prosecute for not having license
New High Court judgment- Mohamed & Anor, R (on the application of) v London Borough of Waltham Forest [2020] EWHC 1083 (Admin) rules that there’s no requirement on the prosecution to prove that the landlord knew that he was in control of or managing a property which was a HMO, and which therefore was required to be licensed.
