Form joint panel to monitor high impact projects: Limus
Kota Kinabalu: STATE and Federal ministries should form a joint committee to monitor implementation of high impact projects and programmes in Sabah.

Kuala Penyu Assemblyman, Datuk Limus Jury said this is imperative due as the Federal funding of RM5.1 billion for Sabah requires transparent and efficient implementation to ensure its success.

He said such a budget would not have the expected effect if coordination on the implementation of programmes and projects did not go smoothly as planned.

“I was made to understand that there is currently a joint committee between two ministries at State and Federal level namely the Rural Development Ministry (KPLB) and Education and Innovation Ministry.

“I believe it would be better if the same is done for all state-level ministries with Federal Government agencies to ensure that the State and Federal budgets could be adjusted and implemented smoothly,” he said when debating the 2020 State Budget at the State Legislative Assembly, Wednesday.

He said the people do not wish to see shortfall or incompetence in implementation of programmes and projects that have been allocated for next year.

He said failure to implement a planned project would pose a negative image on the government and detrimental to the people, especially the target groups.

Among the bold and proactive moves by the government, Limus said was by abolishing the Central Board and replace it with the State Planning Council (SPC) and devolution of power to Local Authority (PBT).

“For example in Kuala Penyu, it is understood that there are three Federal KPLB road projects and  upgrading water supply system and  two school projects under the Federal Education Ministry (MOE) that are under preliminary implementation or yet to commence.

On the water supply in Kuala Penyu, Limus called on the Infrastructure Development Ministry to provide the latest status on the implementation of the water supply projects in Kuala Penyu, Beaufort and Menumbok.

“I hope the saving of RM120 million following the termination of water concessionaires plus Federal funds of RM546.02 million to the State Water Department for next year would resolve the water woes in my constituency, Beaufort and Menumbok.

Limus hopes the Tourism, Culture and Environment Ministry would make the effort to get funds from the State or Federal Government to build an esplanade in his constituency like the one in Papar and Sipitang to attract tourists.

“I was made to understand that Phase 1 of the esplanade project has been approved using Federal funds but was cancelled. I hope the ministry could follow up with this matter,” he said. ­–  Hayati Dzulkifli
