Guides, manuals for 25 local authorities
KOTA KINABALU: Twenty - five local authorities (PBT) received Application Guidelines and Operating License Approval Manuals from State Local Government and Housing Minister, Datuk Jaujan Sambakong at a hotel, here, Thursday.

He said six of them - Kota Kinabalu City Hall, Tawau Municipal Council, Sandakan Municipal Council, Sipitang District Council, Putatan District Council and Penampang District Council have been pioneers in the development of the guideline and manual.

“The guideline demonstrates the transparency of PBT in improving quality in their service delivery for a better, faster and more efficient system that has always been emphasised by the government.

“The guideline also provides an exposure and understanding to traders and the public on the need for compliance with regulatory requirements in conducting business,” he said when officiating the launching of the event.

Jaujan, who is also Deputy Chief Minister, said the State Government is committed to explore new methods by creating better regulations so that efficiency and competitiveness can be maintained and improved through the growth driven by the private sector, especially the business community and investors.

He said better regulations provide excellent service delivery to the public which is the main core of the State Public Service, to support the State Government’s aspiration under the new government to bring a more developed and prosperous community.

“The State Government strives to improve the state administration by introducing new programmes to transform service delivery through the implementation of Good Regulatory Practice (GRP).

“I was informed that MPC held several engagement sessions with the State Secretariats to carry out GRP initiatives, including the coordinated programme of the Kota Kinabalu City Hall with the State Attorney General’s Chambers and several local authorities in the State.

“The State policy for GRP is expected to narrow the gap in the management system in Sabah and ensure rules that impinging on society and business communities which hinder competition and innovation can be reduced and avoided.

The State Government also hopes that this GRP initiative will help in enhancing transparency and credibility of the laws and regulations by creating better quality of life and business environment, he said.

Meanwhile, Jaujan said applications will be approved within 24 hours but it must comply with the requirements set out by the Standard Operating Procedure (SOP).

MPC Deputy Director General, Dato Abdul Latif Abu Seman, Assistant Local Government and Housing Minister, George Hiew and Ministry’s Permanent Secretary, Masnah Matsalleh were also present.

Abdul Latif said GRP will improve the agency’s service delivery system.

He said that the goal is to increase productivity and facilitate the business community to accelerate economic growth and investment.

“The impact on the rules to be introduced will be assessed first and the systematic consultation process is carried out by the parties involved.

“Six states have implemented the GRP namely Kelantan, Terengganu, Negeri Sembilan, Sarawak, Malacca and Pahang, while other states, including Sabah, are in the process of mobilising their respective plans, he said.

He said that the Application Guidelines and Operating License Approval Manuals was also implemented at the Federal level and other states since last year by holding a series of workshops to garner input, views and feedback from all PBT. 

Based on the study, the duration on the business license approval by most PBT was 21 to 30 days, he said, adding that these manuals and guides have reduced the approval period to one day or immediately for a business license application that have complied with the requirements and rules set.
