They weren’t refugees. Nothing in The Bible comes even close to saying that. Joseph’s family came from Bethlehem. A census was called. Joseph and Mary travelled to Bethlehem as required by law. Did you read in The Bible where they went, with Jesus, after the census?
Jesus was born in a stable in Bethlehem because his father and mother went there to enroll in the census… they were NOT refugees, and they were not fleeing anything.

Actually it was all about taxes. The census that was ordered by Caesar Augustus because the Roman government wanted to make sure that everyone in the Empire was paying their taxes correctly. Therefore Joseph and Mary were hard-working citizens and law-abiding tax payers complying with the law …. not some government tit-sucking, free-loading “refugees”!
