Sheriff identifies victims in fatal Westminster crash

Sheriff identifies victims in fatal Westminster crash
Carroll County authorities have identified those involved in Tuesday's fatal crash in Westminster.The crash was reported around 2:12 p.m. on Route 31 near Old New Windsor Pike.The Sheriff's Office said Joshua Paul Summers, 30, of Baltimore, was driving an Infiniti G37 on Route 31. Authorities said Summers was driving at speeds over 100 mph when he clipped an Infiniti Q45 and then struck a Mercury Cougar head-on. Summers was also known as Joshua Paul Devine.The driver and passengers of the Cougar were pronounced dead at the scene. Sheriff's Office officials identified the driver as Brittany Ellen Livesay, 19, of Union Bridge, and said she was pregnant.The passengers were identified as Kirk Douglas Callis Jr., 20, of Hampstead, and Breanna Marie Evans, 19, of Union Bridge.The driver of the Q45, James Johnson, 70, of New Windsor, and a passenger, Lyndsay Stauffer, 31, of Westminster, were not injured.The Carroll County Sheriff's Office Crash Reconstruction Unit is investigating. Anyone who may have witnessed the suspect vehicle before the collision is asked to call the Sheriff's Office at 410-386-5900.
