I would interpret the Q (as apparently 62% of the respondents happily did) as, "Do you think America's best days are either ahead of us or behind us?" (as implied by Lai Ka Yau above). So to fill things out we need the results for: "Do you think America's best days are neither ahead of us nor behind us?" and "Do you think America's best days are both ahead of us and behind us?". (The non-conjunctive answers are not really interesting, including, hopefully, to the pollsters.) (If orally posed, the quoted poll question above I'm sure had rising, not falling intonation at the end.) That's my explanation and I'm sticking to it.
