MPD robbery task force cracks down on carjackings
The Milwaukee Police Department's robbery task force is focusing on carjackings, and the numbers are down 9 percent. In 2015 there were 512 carjackings in the city of Milwaukee. In 2016, the first year of the task force, that number dropped to 464. That number still isn't good enough for Lt. William Beauchene, a supervisor of the task force. "We didn't see the number of carjackings go down as much as we hoped," Beauchene said. "But an almost 10 percent reduction is something to be proud of. Ideally we're looking for a 20-25 percent decrease." The members of the task force have a debriefing every shift. WISN 12 News sat in exclusively on one of the second-shift meetings. A lieutenant pulled up details on a screen about the different cars officers should be looking for that day. They talked about everything from talking to potential witnesses to a business robbery to tracking down someone who carjacked an elderly woman. Chief Ed Flynn said the small group of dedicated officers is the best of the best and made about 500 arrests last year. "We have highly motivated officers and highly motivated supervisors," Flynn said. "We put them to work on it and they've made some amazing progress." The task force works to put brazen teenage carjackers like Avan Kittler behind bars. Police said he carjacked a mother with a baby in the car at gunpoint last May. He eventually left the 1-month-old on a curb. Prosecutors said he's also responsible for two other carjackings and a triple shooting. "The pursuits our officers get in are concerning," Beauchene said. "The way these carjackers drive, we haven't seen this level in carelessness since I've been on the force in over 20 years. These kids just don't seem to realize how dangerous it is to drive like a bat out of hell." Officers on the robbery task force focus highly on carjackings, but also work business and bank robberies. "Initially when they asked me I was ecstatic just because being at the district you meet a lot of victims," Officer Jose Ramirez said. "It's a bad time in their life. I felt like by joining this unit I'd be deterring it or catching the culprits. I enjoy the challenge of sticking up for people so I don't mind the danger I guess." According to MPD the city had 19 in January 2017 and 49 in January 2016. "These aren't officers just out there responding to everything," Capt. Johnny Sgrignuoli, who's in charge of the task force, said. "They know exactly what they're looking for, they know exactly who they're looking for, and where to go to find it." According to Baltimore police there were 407 carjacking in 2016.
