非線形効果か、ハーディング現象か?

クルーグマンとブランシャールが原油価格低下の影響について対照的な見方を示している。


1/16ブログエントリクルーグマンは、原油価格低下は経済にとって良いことだ、という一般的な見方に12/4の段階懐疑論を示していたことに触れつつ、現状に鑑みるとそれでも十分に懐疑的ではなかったかもしれない、という、半ば自慢、半ば自省の弁を述べている(H/T Economist's View)。
当該の12/4エントリでクルーグマンは、現在の米国の原油輸入比率が歴史的に見て高い水準にあることについて注意喚起した上で、シェールが原油価格の影響の性格を変えてしまったかもしれない、という見方を示している。

Because we once again have a significant sized domestic oil industry, falling prices now create losers as well as winners within the US. The gains from falling prices exceed the losses, and if the marginal propensity to spend is similar that should tell the tale for aggregate demand. In fact, in the old days when domestic oil largely meant Texas billionaires and all that, it was reasonable to argue that the internal redistribution further increased demand when oil fell.
But fracking (which I really wish WordPress would stop correcting to “tracking”) means that some of the producers are very different; and among other things, they’re engaged in a lot of investment spending. So you could make the case that falling oil is less expansionary than it used to be, and even, possibly, that it’s contractionary.

今や米国内にかなりの規模の石油産業が再び存在するようになったため、原油価格の低下は勝ち組だけでなく負け組をも生み出している。皆の限界支出性向が概ね同等ならば、価格低下の利得は損失を上回る、ということで総需要についての話は終わる。実際には、国内石油産業がテキサスの億万長者らとほぼ同義だった昔には、原油価格が低下すると国内の再配分によって総需要がさらに増す、と論じることが理に適っていた。
しかしフラッキング(しかしワードプレスは「トラッキング」に修正するのを本当に止めてくれないかな)は、現在の生産者の構成が当時とは大きく異なっていることを意味している。しかも、彼らは多額の投資支出を行っているのだ。ということで、原油価格低下の経済拡張効果はかつてより落ちているのみならず、経済収縮効果さえもたらしかねない、と主張することも可能なのである。

1/16エントリでクルーグマンは、さらに以下のような考察を示している。

Well, think about why we used to believe that oil price declines were expansionary. Part of the answer was that they reduced inflation, freeing central banks to loosen monetary policy — not a relevant issue at a time when inflation is below target almost everywhere.
...
But there is, I believe, something else going on: there’s an important nonlinearity in the effects of oil fluctuations. A 10 or 20 percent decline in the price might work in the conventional way. But a 70 percent decline has really drastic effects on producers; they become more, not less, likely to be liquidity-constrained than consumers. Saudi Arabia is forced into drastic austerity policies; highly indebted fracking companies find themselves facing balance-sheet crises.
Or to put it differently: small oil price declines may be expansionary through usual channels, but really big declines set in motion a process of forced deleveraging among producers that can be a significant drag on the world economy, especially with the whole advanced world still in or near a liquidity trap.

別の言い方をすれば、原油価格の少しの低下は通常の経路を通じて拡張的に働くかもしれないが、非常に大きな低下は、生産者にデレバレッジングを余儀なくさせるプロセスを創出し、そうしたデレバレッジング過程は、先進国全体が流動性の罠に嵌っているかそれに近い状態にある現状では特に、世界経済の足を大きく引っ張りかねない。


一方、ブランシャールは、原油価格低下による株価の下落はファンダメンタルズに基づかないハーディング現象ではないか、という考察を示している。そのエントリのEconomist's Viewによる抜粋こちらで邦訳されているが、同抜粋で省略されている個所では、原油価格低下が株価下落に結び付くことについての考え得る説明として以下の2つを挙げた上で、その論理の曖昧さを指摘している。

First, that very low prices lead to such serious problems for oil producers that this will end up affecting the United States and dominating the scene. I have no doubt that some countries and some companies will indeed be in serious trouble; indeed, some already are. I can also think of ways in which low oil prices also change the geopolitics of the Middle East, with uncertain effects on oil prices. I find it difficult to think that these will dominate the direct real income effects for US consumers.
Second, that the low prices reflect a yet unmeasured decrease in world growth, much larger than is apparent in other hard data, and that the price of oil, like the celebrated canary in the coal mine, is telling us something about the state of the world economy that other data do not. There is no historical evidence that the price of oil plays such a role. But suppose, for the sake of argument, that, indeed, the low price told us that China is really slowing down. (The fact that non-oil commodity prices, for which China plays a bigger role than for oil, have decreased much less than oil does not support this interpretation.) Then, we would be back to the previous conundrum. It is hard to see how this could have such an effect on the US economy and in turn on the US stock market. Another variation on the theme, which has been raised in some columns, is that the low oil price reflects a slowdown in the United States far beyond what the other current data are telling us. There is zero evidence that this is the case.

第二に、原油の低価格は世界経済の成長の未だ指標に表れていない減速を反映している、という説明が考えられる。ハードデータで明らかになっているよりも一層大きな減速が表れるため、有名な炭鉱のカナリアのように、原油価格は他のデータが伝えていない世界経済の状況についての何らかの情報を伝えている、というわけだ。原油価格がそうした役割を果たす、という歴史的な証拠は存在しないが、話を前に進めるために、低い原油価格は中国が本当に減速していることを確かに我々に伝えている、と仮定しよう(中国が原油におけるよりも主要なプレイヤーとなっている原油以外の商品価格の低下が、原油価格の低下よりもかなり小さいことは、この解釈を支持していないが)。そうすると、我々は先の謎に立ち返ることになる。そうした中国の減速が米国経済、ひいては米国株価にこれほどの影響をもたらす経路を考えるのは困難なのだ*1。この話の変種が幾つかの論説で提起されているが、それは、現在の他のデータが伝えるよりも米国経済の減速ははるかに深刻で、低い原油価格はその減速を反映している、というものだ。それを裏付ける証拠は皆無である。

このブランシャールの見解についてはEconospeakでバークレー・ロッサーが賛意を表した*2。また、ロジャー・ファーマーは、非ファンダメンタルズ要因を表す用語としては既にアニマルスピリット、信頼、サンスポット、自己実現的予言、センチメントといった言葉があるのだから、ハーディングなどという(ファイナンス分野では既に使われていたとはいえ)新しい言葉を付け加えないで欲しかった、という、やや本質とは外れたコメントをしている*3

*1:この記事の冒頭でブランシャールは、中国経済が米国株価の下落をもたらしている、という説を取り上げ、中国経済の崩壊の証拠は無く、あるのはせいぜい緩やかな減速の証拠であり、それも確実とは程遠い、と述べた上で、そうした中国経済の緩やかな減速の米国経済への影響は、考え得るすべての説明とモデルにおいて、限定的なものとなる、と指摘している。米国から中国への輸出はGDPの2%以下に過ぎず、金融面での結び付きも同様であるため、主な影響は商品価格の低下ということになるが、それは米国にとってむしろプラスとなる、との由。
